How do I convert TI disks to V9T9 format without a TI99?

I have some games I wrote in Extended Basic for the TI99/4a. I have downloaded V9T9. I do not have my TI99/4a available. Is there a way to convert the TI disk into V9T9 format using just the PC drive?
