The best ones are (IMHO) V9T9 - since it's free and a lot of its necessary files (including disk and cartridge images ;-) ) have been warezed around.
The best professionally speaking is Cadd Electronics' PC99 - but as of its current release, it doesn't have even the beginnings of speech synthesis :( However, it supports many other old TI99 hardware devices. Wish I could afford it right now...
