Dick has sent me a working version of the program (beta v1.2). Although I did not test it fully (I still have to record the wav file), it started up fine. It's available on this site at http://99er.hispeed.com/emutil.html

In other words, you need to connect your cassette recorder to the 'line in' of your PC, and record your TI cassette programs as a WAV file. This program will then convert it to a FOAD image which can be used by v9t9.
