For those who hadn't noticed, MESS does _not_ use the PC99 disk format...in fact, it uses one of its own. Similar to V9T9's format (in that MESS *can* see the header/blocks free), there ought to be some straightforward way of converting the V9T9 format to/from MESS'...any takers?
