I suppose the quickest way would be to download and install one of the emulators listed on this site.
You'll also need ROMs, which are sort of tricky to find... The way I found them was to read the messages on this board -- the best source is a file called timrad2.zip, which contains the ROMs you need to run the emulators, plus many game cartridges (Parsec included). What makes this tricky is the fact that TI still owns the rights to this material, and does not permit its distribution. Of course, it gets distributed anyway, but not in the easiest-to-find places. If you poke around on the links listed on this site, you should be able to come up with what you need.
