You need a controller for either one. For floppy drives there was a sidecar controller, but they're a bit more rare - you really need to get your paws on a PEB and the cards that go into it. For hard drives in the PEB, you have two choices I'm aware of, the old MFM controller if you can find one, or the newer SCSI controller from Bud Mills.. there was no official TI hard drive controller.
